This will allow you to Craft Artillery at your settlements, and you'll begin finding Smoke Grenades near your Crafting Stations. Help the Minutemen capture the Castle in Taking Independence and Ronnie Shaw will lead you to the Artillery Schematic. You Can Craft Artillery and Call in Strikes If you get to the second level of Local Leader, you'll be able to start opening up trade stores. The resources won't appear intuitively in Workshop mode, but they'll be available in Build Mode.
This will allow you to share resources between the two settlements. Highlight that person and select the Supply Line option to send them on their way.
Confused about the obtuse Local Leader perk and the strange process of establishing supply routes? Once you have the required perk and at least two decent settlements, enter Workshop mode and find a settler you will assign to handle the supply line. Local leader can open up a world of new materials, but only if you understand how it works.
